National Consultant - Health Care Financing, Philippines

Purpose of consultancy
In line with the priorities of the Health Care Financing Strategy and the joint vision and action plan of the Department of Health (DOH) and PhilHealth, WHO has been requested to provide technical support to accelerate health financing reforms and support the achievement of national UHC targets. Particular emphasis is being placed on strengthening financial protection mechanisms, reducing OOP expenditures, promoting data-informed health financing policies and decision-making, and supporting the transition from Global Fund financing through a clear pathway toward sustainable domestic financing of priority disease programmes, including through strengthened PhilHealth coverage and strategic purchasing arrangements. These efforts are intended to enhance the efficiency, equity, and sustainability of the health financing system while supporting the long-term financing of HIV, tuberculosis, and other priority health programmes. To support these efforts, WHO seeks the services of a national health financing expert who will provide technical assistance in policy analysis, health financing analytics, stakeholder engagement, evidence generation, and the development and implementation of priority health financing initiatives in collaboration with DOH, PhilHealth, and other key partners.
Background
The Philippines has made significant progress in advancing Universal Health Care (UHC) through the implementation of the Universal Health Care Act and the adoption of the Health Care Financing Strategy of the Philippines 2023–2028: Towards Universal Health Care. As the country's medium-term financing roadmap, the Strategy aims to reduce out-of-pocket (OOP) spending and strengthen financial protection through four strategic objectives: increasing public funding for health; strengthening financing of primary care; ensuring equitable financing for health services and affordable medicines; and promoting transparency, accountability, and good governance in health. Despite these reforms, OOP spending continues to account for a substantial share of health expenditure, exposing many households to financial hardship and creating barriers to accessing needed health services. Sustained policy and implementation efforts are therefore required to accelerate progress toward national UHC goals and achieve the Strategy's targets for improved financial protection.

Special Service Agreement to support (MPDSR) -(EMONC) - NO-C

1. Background
Eswatini remains committed to reducing maternal, newborn and child morbidity and mortality as part of its efforts to achieve Universal Health Coverage (UHC), the Sustainable Development Goals (SDGs), and national health sector priorities. However, preventable maternal and perinatal deaths continue to occur due to challenges related to quality of care, delays in identification and management of complications, inadequate referral systems, and limited use of mortality surveillance data to drive corrective actions.
Maternal and Perinatal Death Surveillance and Response (MPDSR) is a critical quality improvement approach that enables countries to identify, review and respond to maternal and perinatal deaths and near misses in order to prevent future deaths and adverse outcomes. In Eswatini, implementation of MPDSR has been guided by the National MPDSR Guideline developed in 2015. While progress has been made in establishing review processes, the current system requires strengthening to align with updated global recommendations, quality of care standards, and emerging digital health solutions. There is also a need to strengthen governance and accountability through functional MPDSR committees at national, regional and facility levels and to institutionalize quality improvement processes that ensure implementation of recommendations arising from death reviews.
At the same time, reducing maternal and newborn mortality depends on timely access to high-quality Emergency Obstetric and Newborn Care (EmONC) services. The country requires updated evidence on the availability, readiness and functionality of EmONC services to guide service optimization and investment decisions. Strengthening referral pathways and establishing an optimized national EmONC network are essential to ensuring timely access to lifesaving care, particularly for women and newborns experiencing obstetric and neonatal emergencies.
Despite significant progress in child survival interventions, routine immunization coverage in Eswatini remains below the national target of 80% for several antigens. Suboptimal vaccination coverage leaves children vulnerable to vaccine-preventable diseases and increases the risk of outbreaks that can reverse gains in child health and survival. Challenges contributing to low coverage include missed opportunities for vaccination, gaps in service delivery, inadequate defaulter tracking, supply chain constraints, vaccine hesitancy in some communities, and inequities in access to immunization services, particularly among hard-to-reach populations. Strengthening routine immunization and Vaccine preventable Disease surveillance is therefore critical to reducing child morbidity and mortality and ensuring that every child receives life-saving vaccines according to the national immunization schedule.
Rationale
To support these priorities, technical assistance from a qualified officer is required to provide specialized expertise in strengthening Maternal and Perinatal Death Surveillance and Response (MPDSR), improving Emergency Obstetric and Newborn Care (EmONC) referral systems, and enhancing routine immunization programme performance. The Officer will work closely with the Ministry of Health and relevant stakeholders to review and update the MPDSR guideline, support the design and institutionalization of the electronic MPDSR system, strengthen the national EmONC referral network and database, and assess and address barriers to routine immunization coverage. This support will contribute to strengthening the country's capacity to generate and use high-quality maternal, newborn and child health data, improve access to lifesaving maternal and newborn care, increase immunization coverage, enhance accountability, and ultimately accelerate efforts to reduce preventable maternal, newborn and child morbidity and mortality.
2. Deliverables
Overall objectives of the Special Service Agreement (SSA) are to:
· To strengthen the national Maternal and Perinatal Death Surveillance and Response (MPDSR) system through the review and updating of the National MPDSR Guideline, establishment and capacity building of MPDSR committees at all levels, integration of quality improvement approaches, and institutionalization of a functional electronic MPDSR (eMPDSR) platform for surveillance, response monitoring and accountability.
To strengthen Emergency Obstetric and Newborn Care (EmONC) and referral systems through assessment of service availability and readiness, optimization of a national EmONC network, mapping of referral pathways, and development of evidence-based maternal and newborn health referral guidance.
To strengthen routine immunization service delivery and programme performance through assessment of immunization coverage and equity gaps, identification of service delivery and community barriers, strengthening monitoring and data use systems, improving defaulter tracking mechanisms, and development of evidence-based strategies to increase routine immunization coverage towards and beyond the national target of 80%.
Scope of work
The Officer will provide technical assistance to the Ministry of Health and relevant stakeholders to strengthen maternal and perinatal death surveillance and response, improve access to quality emergency obstetric and newborn care, and enhance routine immunization programme performance. The assignment will focus on reviewing and updating the national MPDSR guideline, supporting the design and institutionalization of an electronic MPDSR system, strengthening the national EmONC referral network and database, and assessing and strengthening routine immunization systems to improve coverage and equity.

Consultants-Technical support to the MCDE initiative- CDP/HPD Band Level A
World Health Organization View all jobs
Posted 14 day(s) ago
Reference: 2432720
Purpose of the consultancy
To provide technical support to the multi-communicable disease elimination (MCDE) initiative in the Eastern Mediterranean Region (EMR).
This includes compiling and reviewing technical input to support the finalization of the EMRO MCDE framework; conducting reviews and compiling information to support the implementation of the MCDE Resolution, including on cross-border collaboration and the investment case; compiling information to support country-level MCDE planning and dialogues; and providing technical input to the MCDE regional portal/dashboard and to the integration of climate-sensitive indicators and climate-epidemiological information into surveillance systems
Background
The Eastern Mediterranean Region (EMR) carries a high burden of multiple communicable diseases, including hepatitis, malaria, neglected tropical diseases (NTDs), tuberculosis (TB) and mother-to-child transmission of HIV, syphilis and hepatitis B, which together accounted for more than 8 million disability-adjusted life years in 2023. National elimination efforts remain largely vertical and fragmented, progress is uneven and vulnerable to reversal, and elimination cannot be sustained in one country while neighboring countries remain reservoirs of transmission.
Elimination is further challenged by drug and insecticide resistance, invasive vectors and the growing impact of climate change, as floods, droughts and extreme weather alter transmission and disrupt services, and by population mobility, mass gatherings, protracted conflict and humanitarian crises. Disease elimination therefore has to be pursued as a shared regional commitment rather than a national objective alone.
In response, WHO EMRO has launched a regional Multi-Communicable Disease Elimination (MCDE) initiative to integrate interventions across disease-specific programmes, harmonize service delivery and accelerate measurable progress at national, subnational and cross-border levels. At the request of the Regional Committee (RC73) Sub-committee, a Technical Paper and Resolution on a multi-disease elimination architecture for communicable diseases will be presented at RC73 in 2026. The paper, developed through two consultations with Member States and experts, includes an initial MCDE heatmap and framework to be refined with further evidence and expert consensus and finalized as an EMRO strategy document after adoption. The next phase after RC73 will be to publish an EMRO document including the MCDE approach and full framework, and to implement the recommendations to the Regional Director included in the Resolution.
Climate change is a direct determinant of progress towards elimination for several MCDE priority diseases, in particular malaria and vector-borne NTDs. Resolution EM/RC72/R.6 (2025) and the operational action plan for climate change and health 2026 to 2030 call for the integration of climate information into national disease surveillance and early warning, with progress reported from RC74 in 2027. The Climate Change, Health and Environment (CHE) unit is developing country guidance on integrating climate and disease surveillance, a regional implementation dashboard and national vulnerability and adaptation assessments in priority countries; these workstreams, in progress, provide the entry point for aligning the MCDE initiative with climate-informed surveillance.
